On June 1, the National Development and Reform Commission website announced the "Notice of the National Development and Reform Commission and the National Energy Administration on Printing and Distributing the Responsibility Weights of Renewable Energy Power Consumption in Provincial Administrative Regions in 2020" (hereinafter referred to as the "Notice").

The "Notice" clarifies the minimum value and incentive value of the total renewable energy power consumption responsibility weight, non-hydropower responsibility weight of each province (region, city) in 2020.

From the perspective of the national situation, 10 provinces (autonomous regions, municipalities) have a minimum total consumption responsibility weight of more than 30%, and 9 provinces (regions, cities) have a minimum non-hydropower consumption responsibility weight of more than 15%. Compared with the actual completion in 2019, the weight of the lowest non-hydropower consumption responsibility in the eastern and central provinces has increased year-on-year more than the "Three North" regions, which is conducive to promoting the cross-provincial and cross-regional consumption of new energy.

At the same time, the minimum non-hydropower consumption responsibility weights of the five national clean energy demonstration provinces (regions) including Zhejiang, Ningxia, Gansu and Qinghai have been appropriately increased to better play a leading and exemplary role.

According to the interpretation of the National Energy Administration, according to the calculation and evaluation of this consumption responsibility weight, it is expected that the proportion of renewable energy power consumption will reach 28.2% and the proportion of non-hydropower consumption will reach 10.8% in 2020, an increase of 0.3 and 0.7 percentage points respectively over 2019 , Can support the completion of the target of non-fossil energy consumption in 2020.

According to the National Energy Administration, the principle of calculating the weight of the consumption responsibility should be moderately tight and leave room. On the premise of ensuring the completion of the national non-fossil energy consumption target, it is reasonably determined based on the electricity consumption of the whole society, the amount of renewable energy production and consumption, and the net output and net input of renewable energy in each province (region, city) The weight of responsibility for local consumption is not only to guide the weight of each locality to increase year by year, but not to blindly increase the weight, so as to ensure the smooth and orderly implementation of the guarantee mechanism for renewable energy power consumption.
